Developer Beta Driver

Windows driver version 436.39 and Linux driver version 435.24.02 provide new features for Vulkan developers to test their upcoming Vulkan applications.

Fixed a regression introduced in 435.19.02 that would cause some applications which use the VK_KHR_display extension to segmentation fault
